SD Card Format: Windows Is Not the Tool to Use

Your camera says the card needs formatting. Or it came out of a phone and your PC will not write to it. So you right-click, choose Format, and pick whatever looks sensible.

The organization that actually defines the SD card standard tells you not to do that. Not as a preference. In its own words, strongly.

I went looking for what Windows offers you in that dialog and what the standard says the card should be, and the two do not line up.

The body that defines SD cards says use its own tool

Worth reading before you touch the Format window.

Documented by the SD Association on its formatter page: its own formatter is "strongly recommended" for SD cards "rather than using formatting tools provided with individual operating systems".

The reason it gives is performance. An operating system tool can format the card, but in the Association's words it "may not be optimized" for these cards "and it may result in lower performance".

⚠️ That is not a warranty clause. It is the group that writes the specification telling you its own free tool lays the card out the way cameras expect.

The tool is free and it runs on Windows and on Mac. Download it from sdcard.org rather than from a search result.

The file system is not your choice

This is the part that trips people up in the Windows dialog.

The SD Association states the pairing by capacity. Cards "up to 2GB" use "FAT 12, 16".

Cards of "more than 2GB up to 32GB" are SDHC and use "FAT 32".

⚠️ Anything "more than 32GB up to 2TB" is SDXC and uses "exFAT". Bigger cards again, over 2 TB, are SDUC and also exFAT.

So your 64 GB card is meant to be exFAT and your 16 GB card is meant to be FAT32. Choosing the other one in Windows will often work and then fail in the camera.

What Windows offers you instead

Read here, from the tool's own help rather than from a menu.

Windows will happily offer you NTFS for a memory card. Its format command lists FAT, FAT32, exFAT, NTFS, UDF and ReFS as choices.

NTFS is the wrong answer for a camera or a phone. Most of them cannot read it at all, and the card will look blank or broken in the device.

Read on this machine: the drivers for FAT, exFAT, NTFS, ReFS and UDF are all present, so Windows can read any of them. Being able to read it is not the same as your camera being able to.

⚠️ The allocation unit size box is the other trap. Leave it on default. The formatter from sdcard.org picks it for you and that is one of the things it is for.

Formatting does not erase what you think

Two separate points, and both matter.

Even its own tool has a limit. The SD Association says the formatter "does not format the protected area" of the card.

⚠️ And a quick format anywhere leaves your files sitting on the card. It rewrites the index, not the contents.

If you are selling or giving the card away, that matters. Deleted and gone are two different states, and the same rule applies to a drive.

If you formatted a card by accident, stop using it now. Every new photo you take can land on the old one.

When Windows refuses to format at all

Three causes, in the order worth checking.

The little switch on the side of a full size SD card. Slide it away from the LOCK marking. It is a physical lock and no software overrides it.

The card is in use. Close anything that opened a file from it, including the photo app that helpfully started importing.

⚠️ Or the reader itself is the problem rather than the card. A reader Windows does not recognize looks exactly like a dead card.

⚠️ Or your card is worn out. Cards have a limited number of writes, and one that refuses every tool is usually finished rather than confused.

A card that reads but never writes is the classic end state. Copy everything off it today, because that condition does not improve.

Sorted by what you are actually doing.

Card for a camera, a dashcam or a phone: use the SD Memory Card Formatter. That is what its own standards body tells you.

Card being used as plain storage on a PC only: Windows is fine, and exFAT is the safest general choice.

⚠️ Card that a device formats itself: let the device do it. Cameras and dashcams lay out the card the way their firmware expects.

And never format a card in a card reader you do not trust. A flaky USB reader mid-format is how a working card becomes an unreadable one.

What this page could not test here

Said plainly.

There is no card reader in this machine. No card was formatted and no camera was tested.

⚠️ What was read here is what Windows itself offers in its format command and which file system drivers are installed. The rest is the SD Association's own wording.

That is also why no timings are given. How long a format takes depends on the card and the reader, and a number from one machine would mislead you.

Should I format my SD card as FAT32 or exFAT?

Neither is a preference. The SD Association pairs the file system to the capacity. Up to 2 GB is FAT12 or 16. More than 2 GB up to 32 GB is FAT32, and more than 32 GB up to 2 TB is exFAT. Match that pairing and your camera and phone will both be happy.

Why should I not format an SD card in Windows?

Because the body that defines the standard says not to. It recommends its own SD Memory Card Formatter over the tools that come with operating systems. The reason it gives is performance, because those tools are not optimized for SD cards.

Can I format an SD card as NTFS?

Windows will let you, and you should not for a card going into a camera or phone. Most of those devices cannot read NTFS, so the card will look blank or faulty in the device even though your PC sees it perfectly.

Does formatting an SD card delete everything?

Not in the way people expect. A quick format rewrites the index and leaves your files on the card until something else is written over them. The SD Association also notes that its formatter does not touch the protected area of the card at all.

Where to Next

Check the little lock switch on the side of the card before anything else. It costs two seconds and it explains a lot of refusals.

Then look at what capacity the card is. That single number decides which file system it should carry, and it is not a choice you make.

Get the SD Memory Card Formatter from sdcard.org rather than using the Windows dialog, especially for a card going into a camera or a dashcam.

If you formatted the wrong card by mistake, stop writing to it right now and treat it as a recovery job instead.
