Everything on your machine has half a second of delay in it. Windows opens, eventually. Typing arrives late. Nothing has crashed and nothing looks wrong.
So you open Task Manager, see a number in the eighties, and decide that is the problem. On this machine that number is 91 percent and the machine is perfectly fine.
I sampled all four of the numbers people look at here, at the same moment, and only one of them tells you anything useful about lag.

Read here at one moment, and the spread between them is the point.
⭐ Processor 19 percent, memory 91.2 percent of 15.2 GB, disk 0.7 percent, and 439 processes running.
⚡ The machine was responsive throughout that reading, with no lag, no stutter and nothing waiting on anything.
⚠️ Memory at 91 percent looks alarming and is not. Windows fills memory on purpose, and available is not the same as free.
⛔ 439 processes sounds enormous and means nothing on its own. Most are asleep and cost you nothing.
The one that actually predicts lag
Disk active time, and it is the one almost nobody looks at.
⚡ Microsoft names the three to watch on its performance page: "Monitoring CPU, memory, and disk usage can help identify processes that may be slowing your PC."
⭐ Disk is the one that stalls a whole machine, because at 100 percent everything queues behind it, including the mouse pointer.
⚠️ Here it read 0.7 percent, which is exactly why 91 percent memory changed nothing about how the laptop actually felt.
⛔ So sort Task Manager by Disk before you sort it by Memory, because that single habit changes what you end up finding.
Where to look, in order
The order matters more than the tool here, and setting it out is ours.
⭐ Ctrl, Shift and Escape opens Task Manager, and you want the Performance tab first rather than Processes.
⚡ Read Disk active time across ten seconds. A number pinned near 100 is your answer, and one bouncing near zero is not, which is why I noted 0.7 here.
⚠️ Then your Processes tab, sorted by whichever column was high, rather than by memory out of habit.
⛔ Watch for one process at the top with everything else at nothing, because that is a cause and a flat spread across your list is not.
What Microsoft says to try first
Two things from Microsoft, and the first sounds too obvious to work.
⭐ Microsoft says: "Having many apps or browser tabs open can slow performance. Close any apps or tabs you don't need. If performance does not improve, restart your PC."
⚡ Browser tabs cause this more often than anything else does, because they hold memory and they wake themselves up.
⚠️ Microsoft states the other one too: "Low disk space can reduce system performance."
⛔ That one is worth checking early because it is easy to read. Sorted by how much you actually need to find.
What lag is not
Four things that feel identical to lag and are not this at all.
⚡ A slow start and then a fine machine is a startup problem, with different causes and different fixes.
⭐ Stutter inside a game with a good frame rate is its own thing entirely, and the counter is lying to you.
⚠️ Slow web pages on a fast machine is the connection, not the PC. Test those separately.
⛔ And a fan at full speed with nothing running is a load question. Find what is actually running first.
The two that genuinely help
Two things genuinely help, and both of them are unglamorous.
⭐ Close browser tabs and restart, which is Microsoft's own first suggestion and fixes more than the internet admits.
⚡ Check what starts with Windows. Open Task Manager, Startup apps, and disable anything you do not use daily.
⚠️ A machine on a mechanical hard drive rather than an SSD is the one real hardware answer. That is the single biggest difference there is.
⛔ Everything else is a maybe. Anything promising more than this for money is selling you something.
What not to spend money on
Short, and following it will save you a great deal of money.
⚡ Do not buy a cleaner or an optimizer, because nothing on this page needs one.
⭐ Do not add memory because of a percentage. Read your disk number first, and then decide.
⚠️ Do not reinstall Windows as a speed fix. It is a serious step with a real cost.
⛔ And do not update drivers hoping it helps. Most driver updates change nothing.

A machine that is too hot slows itself down before anything else goes wrong. What Windows will and will not tell you about its own temperature is worth ruling out.
