You have tried the password four times, the code is going to a phone number you gave up in 2019, and you are now looking for a support number to call so a human can sort it out.
There is no such human. Microsoft says so in writing, and knowing that before you spend an afternoon on hold changes what you do with the afternoon.
I have not touched an account to write this, and I could not have: everything here is Microsoft's own documented process rather than anything I ran.
The sentence that decides your afternoon
Read this one first, because it removes the plan most people start with.
⭐ Microsoft states it on its account recovery unsuccessful page: its support staff "are not allowed to send password reset links or access and change account details".
⚡ Not unable. Not too busy. Not allowed. That is a policy rather than a queue you can get to the front of.
⚠️ So calling will not open the account, and nor will chatting or emailing. The agent on the other end has no button for it either.
⛔ What follows is a form. The form is the whole route. Your job is to make it easy for that form to say yes.
Try the two ordinary routes first
Both beat the form for speed, and one of them usually works.
⚡ The password reset, with a code to your recovery email or phone. If either still reaches you, stop reading. Use it.
⭐ The sign in helper, for when the username itself is the problem. Different failure. Different tool.
⚠️ Check every old email address you have ever owned. Do that before deciding they are gone, because codes go to addresses people forget they set.
⛔ Only when both fail is the recovery form the right tool. It is slower. It is also not a queue jumper.
How Microsoft says to fill the form in
Counterintuitive, and it is the part everyone gets wrong.
⭐ Microsoft says to answer everything: "Answer as many questions as you can as thoroughly as possible."
⚡ And it removes the fear of getting one wrong. Its own wording is that "If you're not sure, guessing is ok", because "wrong answers don't count against you".
⚠️ An empty box is worse than a bad answer. People skip questions to avoid mistakes, and score themselves down doing it.
⛔ Old passwords, old subject lines, old contacts, old billing details. Anything you dredge up is a point in your favor.
Where you fill it in matters as much as what you write
Nobody mentions this one. Microsoft puts it in the instructions.
⚡ Microsoft says to use a familiar machine and a familiar place: "complete the form using a device you previously used to sign into your account and at a location where you commonly use that device".
⭐ It adds why: somewhere "that we'll recognize, such as your home or office".
⚠️ A friend's laptop in another town works against you. The device and the network are both part of the evidence.
⛔ Wait until you are at your own desk. Not on the train. One evening of patience beats three rushed attempts.
What happens next, and how often you can try
Two numbers, and both of them are in Microsoft's own words.
⭐ A reply comes to the address you gave at the start: Microsoft says it sends the result "within 24 hours".
⚡ A refusal is not the end. "Keep trying as many times as you want, up to two times per day."
⚠️ Two a day is the ceiling. So do not burn both in an hour. Gather more detail between them instead.
⛔ And if the account holds a license you care about, note it now. A Windows license linked to it is a separate thing worth checking.
What this page will not do
The limit here is deliberate rather than shy, and stating it is ours.
⚡ No account of anybody's was opened, reset or recovered here. Nothing was tried. There is nothing to demonstrate.
⭐ This machine signs in to Windows with a Microsoft account rather than a local one, which is the ordinary setup and the reason a lockout feels bigger than it is.
⚠️ A local account is a different arrangement with different consequences. Whether to have one is worth a look while you are thinking about this.
⛔ And if the lockout began with an email telling you to act now, read that first. Urgency is the whole trick.

Can Microsoft support unlock my account for me?
No. Microsoft's own page says its support agents and advocates are not allowed to send password reset links or access and change account details. That is a policy written down rather than a limit on what a particular agent can do, so calling will not produce a different answer.
Should I guess on the account recovery form?
Yes. Microsoft says to answer as many questions as you can as thoroughly as possible, that guessing is fine if you are not sure, and that wrong answers do not count against you. Leaving a question blank helps you less than a wrong guess does.
How long does Microsoft take to answer a recovery request?
It says the result goes to the working email address you gave at the start of the form within 24 hours. If the answer is no, you can try again, up to two times per day, which is worth spending on better detail rather than on the same answers.
