You press Windows and G, the bar appears, and then the recording button does nothing at all or the whole thing closes on you.
There is an order to fixing that, and the first step keeps your settings while the second throws them away. Almost every answer online sends you straight to the second one.
I read what this machine has installed for the Game Bar before writing, and its settings turned out to live in two places that do not look like they agree.
The shortcuts, so you can rule out the button
Start here, because the on-screen button is not the only way in.
⭐ Microsoft documents them on its Game Bar recording page: "Press the Windows key+G to display the Xbox Game Bar controls".
⚡ Recording has its own shortcut: "Press the Windows key+Alt+R to start recording a clip". The same keys stop it.

Where the clips land
One line, and it settles the "it recorded nothing" complaint.

⭐ That folder exists here and holds nothing at all. Windows creates it up front, so finding it empty proves only that nothing has been recorded.

Doing the repair, which is four clicks
The route the advisor gave, in plain steps you can follow now.
⚡ Search the taskbar for Game Bar. Right-click the result and choose App settings.
⭐ Scroll down to Repair and use that first. It rebuilds the app and leaves your captures and preferences alone.
⚠️ Only if that fails, use Reset. That puts the app back to new and clears what it held.
⛔ Restart between the two. Doing both in one go tells you nothing about which one helped.
The re-register command, and when to reach for it
Last resort, and it is the one you will be told to run first.
⭐ The advisor's line re-registers the package rather than reinstalling it. It needs an administrator window.
⚡ It is for the case where Repair and Reset both do nothing. Not the opening move.
⚠️ Restart afterwards and test with Windows and Alt and R, not the button.
⛔ If it still fails after that, the graphics driver is the next suspect. Updating one has its own order.
What this machine reports, in two places

⭐ The capture settings under GameDVR are all unset, which means untouched defaults rather than switched off.
⚠️ A second key, GameConfigStore, reads GameDVR enabled as 1. ⛔ Those two look contradictory and are not: one is the shipped default and the other is the live flag.
⛔ So do not go editing either by hand. Change it in Settings, Gaming, Captures, where both are handled for you.
When it is not the Game Bar at all
Four causes, and the first is the one you are most likely to hit.
⭐ A protected window will not record. Streaming apps and some banking pages block capture on purpose.
⚡ File Explorer and the desktop are not treated as apps. Recording them was never the Game Bar's job.
⚠️ A second recorder holding your microphone stops the audio without stopping the video.
⛔ And a live screen share can conflict with a capture. Windows keeps its own capture permission list for that.
