I read Apple's steps, then looked at how the same permission model behaves on a computer, because the shape of it is identical.
Apple's test, and it settles the big question
Do this before touching a single setting.
Documented by Apple on its microphone page: "Open the Voice Memos app. Tap the Record button, speak at the bottom of your phone, then stop the recording."

⛔ Hearing nothing, or something muffled, points at the hardware or something covering it. That is a completely different investigation.

In Apple's words: "Remove any screen protectors, films, or cases from your iPhone."

⚠️ A case that does not line up properly covers your opening. Cheap replacements are the usual culprit.

Permissions, per app, exactly as on a computer
The setting that explains an app-only failure.
Apple's route: "Go to Settings. Tap Privacy & Security. Tap Microphone, then make sure that the app is enabled."

The gap on Apple's page
Worth naming, because two obvious steps are missing.
⚠️ We could not find restarting the phone anywhere on that page. It goes from cases and debris to the Voice Memos test to permissions and then to service.
⛔ A restart clears a microphone held by an app that crashed, which is a real and common cause.
⭐ We also could not find any explanation of which microphone is used when. Your phone has three or more, and calls, video and recording do not all use the same one.
When one thing works and another does not

Where it is not the phone

⭐ On a computer the same fault has a longer list, because there are more devices to choose between. Levels, permissions and the order to check them.
⚡ And a meeting app keeps its own device choice separately from the system. That trap turns up on every platform.
