Your machine has the hardware for the game and it still stutters. Before spending anything, there are two settings that cost nothing.
Lag and low frame rate are not the same complaint, and they have different causes. Sorting out which you have takes about a minute.
I read what the displays on this machine are actually running at first, and I found two numbers that do not match.
Ours: 144 Hz on one screen, 60 Hz on the other
The measurement, and it explains more stutter than any driver ever has.
Ours, and these are the numbers this machine reported. One display was running at 144 Hz at 1920 by 1080. The other was at 60 Hz at 3840 by 2160.
⛔ A game on the second screen is capped at 60 frames whatever the hardware can do. Same PC, same graphics card, less than half the smoothness.
⚡ Read your own. It only looks:

⭐ Windows also lets a screen run below its own maximum. A 144 Hz monitor set to 60 Hz is extremely common, and the result reads as a slow PC.
⚠️ This machine also reported 15.2 GB of memory, which I come back to further down.
Set the refresh rate before anything else
Two minutes, free, and often the whole answer.
⭐ Settings, System, Display, Advanced display. Choose the monitor at the top, then set the refresh rate to its highest option.
⚡ Do it per screen. Windows does not apply it across all of them.
⛔ A cable can cap it. An older HDMI cable will happily run 4K at 60 and refuse 144, with no error message anywhere.
⚠️ Then move the game to the faster screen if you have two, because the game runs at the refresh rate of whichever screen it is on.
Microsoft's own gaming setting
Documented by Microsoft, and hardly anybody opens it.
Documented by Microsoft on its windowed games page: the feature "improves gaming performance for DirectX 10 and DirectX 11 games running in windowed and borderless windowed modes."
How it works, in Microsoft's words: it "transitions compatible games from the legacy blt-model presentation to the newer flip-model, reducing frame latency and enabling modern gaming features such as Auto HDR and variable refresh rate on supported displays."
⭐ Turn it on at Settings, System, Display, Graphics, under Default settings, then restart the game.
⚠️ Microsoft states one dependency: "If you turn on Auto HDR, Optimizations for windowed games will be turned on automatically. If you want to turn off Optimizations for windowed games, you'll need to turn off Auto HDR first."
⚡ It only affects windowed and borderless windowed games, so full screen exclusive is unaffected either way.
Which graphics chip the game is using
The one that catches laptops constantly.
⛔ A laptop usually has two graphics chips, one built into the processor and one discrete. A game on the wrong one performs like a much cheaper machine.
⭐ Settings, System, Display, Graphics, then find the game and choose Options. Set it to High performance.
⚡ If the game is not listed, use Browse and point it at the game's own .exe file.
⚠️ Plugging the laptop in matters too. On battery, most laptops throttle hard by design, and that alone can halve a frame rate.
Lag and low frame rate are different complaints
The distinction that decides where to look.
⭐ Low frame rate is the picture moving in steps. That is graphics, settings and refresh rate, which is everything above.
⛔ Lag in an online game is delay between your input and the screen. That is the network, and no graphics setting touches it.
⚡ Stutter, where it is smooth then hitches, is usually memory or a background process. Whatever is loading the machine will show in Task Manager.
⚠️ Ours, and marked as ours: with 16 GB, alt-tabbing to a browser mid-game is a common cause of hitching. Close it and test.
Tearing is its own thing
Short, because it is often mistaken for lag.
⚠️ A picture split horizontally while you turn is tearing, not lag. Refresh rate settles that one and it has its own page.
⭐ Variable refresh rate is the proper fix for your screen, and Microsoft names it as something the setting above enables.
What is worth doing before buying anything
The order, cheapest first.
⭐ Refresh rate, per screen. Free, two minutes, often the whole problem.
⭐ Graphics preference set to High performance, which is free and enormous on a laptop.
⚡ Plug the laptop in, which costs nothing at all.
⚠️ Then update your graphics driver. Genuinely worth doing, and less often the answer than the internet suggests.
⛔ Only then consider settings inside the game itself. Dropping shadows and view distance buys more frames than any Windows setting will.

Why does my game run badly on a powerful PC?
Most often the screen is running below its maximum refresh rate, or the game is using the wrong graphics chip on a laptop. Both are free to fix and take about two minutes each.
